The NRRI was established by the National Association of Regulatory Utility Commissioners (NARUC) at the Ohio State University in 1976 to serve as NARUC’s research resource. In 1981 NARUC established regularized state commission support of the NRRI. Major sources of funding are the 50 states and the District of Columbia, The Ohio State University and Canadian regulatory agencies. Commissioners and staff from those agencies are NRRI members. Increasingly, the NRRI serves government and not-for-profit organizations through customized contractual relationships. Specific technical assistance under contract has been provided to most of the state commissions, several state legislatures, the Federal Energy Regulatory Commission, the U.S. General Accounting Office, the Library of Congress, the U.S. Environmental Protection Agency, the U.S. Department of Energy, and over 20 countries throughout the world.
