  • Michael B. Bemis, of Madison, Mississippi, has over three decades of experience as an executive in the electric utility industry. He began serving as a member of the Board of Directors of the New York Independent System Operator (NYISO) in April 2009. He served Exelon Corporation as President of Exelon Power and President of Energy Delivery, responsible for the company's transmission, distribution, and customer service functions. Exelon distributes electricity and gas to approximately 5.4 million customers in Illinois and Pennsylvania. Prior to joining Exelon, Mr. Bemis worked nearly two decades with Entergy Corporation in a number of executive positions including Executive Vice President of International Operations, serving as Chief Executive Officer of London Electricity, with responsibility for Entergy's international businesses in the United Kingdom, Australia, and Argentina.   • Ave M. Bie, of Madison, Wisconsin, is a former Chair of the Wisconsin Public Service Commission. She is a partner in the law firm of Quarles & Brady. She began serving as a member of the Board of Directors of the New York Independent System Operator (NYISO) in April 2009. Ms. Bie was a member of the Wisconsin Public Service Commission from 1998 to 2004, where she was a strong advocate for consumer concerns. She chaired the Commission from 1999 to 2003. She served in a number of other capacities in Wisconsin government during her twenty-five years of state service, including Deputy Secretary of the Department of Corrections and as Deputy Secretary of the State Department of Regulation and Licensing. She is a member of the Board of Directors of the Green Bay Packers, Inc.   • Alfred F. Boschulte is the President of AFB Consulting, a firm specializing in strategic planning and operating margin improvements for telecommunications firms. He joined the NYISO Board in 1999; and served as Chair of the Fiance Committee from April 2003 through April 2006 at which time he became Chair of the Audit & Compliance Committee. Mr. Boschulte began his career with the New York Telephone Company in 1976 holding various management positions in the information systems, operations, marketing and engineering departments leading to his final position with the firm as Assistant Vice President for Commercial Industry. In 1982, Mr. Boschulte joined AT&T as Director of Cross Industry Information Systems, responsible for strategic planning. After AT&T, he joined Pacific Bell where he ultimately became Vice President of Development and Execution for the company's external affairs strategy. He joined NYNEX in 1987 as Vice President of Carrier Services and was then promoted to Corporate Vice President-Strategic Planning and Marketing. He was made Vice President and Chairman for NYNEX Mobile Communications in 1990. After NYNEX, Mr. Boschulte was named President ofTOMCOM, LP, a wireless joint services organization of Airtouch Communications, Bell Atlantic, NYNEX, US West and their jointly owned PCS business. Mr. Boschulte left TOMCOM in 1995 to take a position overseas, becoming Managing Director of Excelcomindo, which is based in Jakarta, Indonesia.

  • Rich Dewey is Senior Vice President and Chief Information Officer of the New York Independent System Operator (NYISO). The NYISO Information Technology Group is responsible for delivering IT products and services to evolve the wholesale electricity markets; development, deployment, support, and maintenance of all NYISO software; managing compliance of software and systems with the federal tariffs governing the NYISO; technical design, support and maintenance of the NYISO's communications systems and its computing infrastructure; and maintaining the NYISO's physical facilities and enterprise security. He was promoted to the Senior VP & CIO position in April 2010, having served as VP & CIO since 2008. He has also served as the NYISO's Director of Product & Project Management, Manager of IT Strategic Software Development and Manager of IT Quality Assurance. Before joining the NYISO in 2000, Mr. Dewey worked as an IT manager for Husky Injection Molding Systems in Pittsfield, Massachusetts and as a manager of corporate network services for the Niagara Mohawk Power Corporation in Syracuse, New York.   • Rick Gonzales is Chief Operating Officer for the New York Independent System Operator (NYISO), which operates New York's high-voltage transmission system, manages the state's wholesale electricity markets, and conducts comprehensive power system planning. Mr. Gonzales is responsible for NYISO Grid Reliability and Market Operations as well as System Planning and Information Technology. He has over 25 years of electricity industry experience, primarily in the areas of power control center engineering and energy market operations. He has been with the NYISO since its inception in 1999 and served as Vice President of Operations before becoming Chief Operating Officer in April 201 O. Mr. Gonzales joined the staff of the New York Power Pool in 1987, where he worked in a variety of engineering and management positions until the Power Pool's responsibilities were assumed by the NYISO in 1999. He also worked for Northeast Utilities at the Connecticut Valley Electric Exchange from 1983 to 1987. Mr. Gonzales is a graduate of Clarkson University in Potsdam, N.Y. He earned a Master's degree in Electrical Engineering from Clarkson and is a registered Professional Engineer in New York State.

  • Robert A. Hiney joined the NYISO Board of Directors in April, 2006. Mr. Hiney served as Chair of the Adequacy & Reliability Committee from April 2007 to April 2008 at which time the Adequacy & Reliability Committee was merged with the Market Performance Committee to become the Reliability & Markets Committee of which Mr. Hiney currently serves as Chair. Mr. Hiney has had a distinguished career in the electric industry, which included 35 years with the New York Power Authority (NYPA). He is the former Executive Vice President for Power Generation for NYPA. Mr. Hiney began his NYPA service in 1970 as an assistant hydraulic engineer at the Power Authority's Production Control Center, which was then located at the Niagara Power Project near Niagara Falls. Throughout his tenure, he had assumed increasing responsibility and has worked in the areas of power system operations, power supply planning, marketing, electric rates, research and development and energy efficiency. As Executive Vice President for Power Generation, Mr. Hiney oversaw all aspects of NYPA's generating operations, including operation and maintenance, engineering, plant construction, fuels procurement, and the Authority's wholesale transactions with the New York Independent System Operator (NYISO). He formerly served as Vice Chairman of the Northeast Power Coordinating Council, and as a trustee of the North American Electric Reliability Council. He also was Chairman of the NYISO Management Committee. He is a member of the American Society of Civil Engineers. A native of Belmont, Mass., Mr. Hiney received a bachelor of science degree in civil engineering from Tufts University and a master of science degree in civil engineering from the State University of New York at Buffalo. Mr. Hiney lives in Croton-on-Hudson, N.Y.

In 2004, he became President and CEO of DPL, Inc. in 2004. DPL is a regional electric energy and utility company whose principal subsidiaries include The Dayton Power and Light Company; DPL Energy, LLC; and DPL Energy Resources, Inc. Mr. Mahoney has also served as President and CEO of EarthFirstTechnologies, Inc., an environmental technology company.   • Rana Mukerji is Senior Vice President, Market Structures, for the New York Independent System Operator. He joined the NYISO in May 2006. Mr. Mukerji is responsible for the departments of Market Design, Product & Project Management, Strategic & Business Planning, Research & Development and MarketTraining.                 Before joining the NYISO, Mr. Mukerji spent seven years with ABB in Raleigh and Zurich where he was Vice President and General Manager and Group Senior Vice President. At ABB, Mr. Mukerji had global responsibility for ABB's PowerTechnology Asset Management and Consulting services. He also led ABB's $500 million global Utility Partner Business, overseeing 3,000 employees in 35 countries. Mr. Mukerji was with General Electric in Schenectady, N.Y. from 1990 to 1999 where he was General Manager of GE's Power Systems Energy Consulting business. At GE, Mr. Mukerji implemented the Six Sigma quality improvement program in the Power Systems Energy Consulting organization, and helped establish the GE-MAPS software as an industry standard tool for evaluating competitive power markets. Mr. Mukerji graduated from the Indian Institute ofTechnology with a Bachelor's degree in Electrical Engineering. He earned a Master of Engineering degree in Electric Power Engineering and an MBA from Rensselaer Polytechnic Institute, Troy, New York.   • Richard E. Schuler is a professor of economics College of Arts & Science, and professor of civil and environmental engineering (College of Engineering) at Cornell University since 1972. From 1995-2001, he directed the Institute for Public Affairs, Corneli's interdisciplinary professional MBA program. He also teaches a course, "The Political, Legal, Regulatory Environment of Business;' in the Johnson Graduate School of Management. His specialty is the planning, management, pricing and environmental consequences of infrastructure and utilities. He has written extensively on the changing institutional and regulatory needs for the electric industry, including its deregulation. He is also exploring basic questions of organizational structure in the information age, using numerical simulation techniques, together with colleagues at Cornell and the Santa Fe Institute. Professor Schuler's industrial and government experience includes: Engineer and Manager with the Pennsylvania Power and Light Company (1959-68). Energy Economist with Battelle Memorial Institute (1968-69). and Public Service Commissioner and Deputy Chairman for New York State (1981-83). He has been a consultant to numerous government agencies and industries on pricing, management, and environmental issues. Dr. Schuler joined the NYISO Board of Directors in 1999. From April 2006 to January 2008, Dr. Schuler served as Chair of the Market Performance Committee. From April 2008 to presently, Dr. Schuler serves as Chair of the Governance Committee. Previous administrative positions at Cornell have included Director of the Waste Management Institute and the NYS Solid Waste Combustion Institutes (1987-93), as well as Associate Director of the Center for the Environment (1989-93). He has served on the Board ofTrustees of Cornell University (1993-97). including its Executive Committee. Professor Schuler's degrees include a B.E.   • Stephen G. Whitley, President and Chief Executive Officer of the New York Independent System Operator (NYISO), is a veteran of the energy industry with extensive experience in bulk power system planning and operations. He joined the NYISO in July 2008. Before coming to the NYISO, Mr. Whitley served for seven years as Senior Vice President and Chief Operating Officer of ISO New England (lSO-NE). He was responsible for system planning, system operations, market operations, settlements, customer service, and North American Electric Reliability Corporation/Northeast Power Coordinating Council (NERClNPCC) compliance for the six-state region. He previously served as ISO-NE Vice President, System Operations, from 2000 to 2001. In New England, he lead the establishment of a regional planning process which resulted in the construction of new Extra-High Voltage (EHV) transmission in all six New England states and new interconnections with New York State and New Brunswick. Prior to his tenure at ISO-NE, he completed a 3D-year career with the Tennessee Valley Authority (TVA) where he last served as General Manager, Electric System Operations, of the Transmission Power Supply Group and was responsible for control area operations, power supply, economic dispatch, system protection, transmission security, and services and dispatching for the seven-state, 80,000 square-mile TVA service territory. In October 2009, he was selected to chair the Executive Committee of the Eastern Interconnection Planning Collaborative (EIPC). The Eastern Interconnection includes electric systems serving most of the United States and Canada from the Rocky Mountains to the Atlantic coast. Mr. Whitley is a member of the Electric Power Research Institute (EPRI) Power Delivery Executive Committee. During his career, he has served as a member of the Northeast Power Coordinating Council (NPCC) Board of Directors, the Executive Committee of ClGRE (International Council on Large Electric Systems) lf.S. National Committee, and he has served on numerous North American Reliability Corporation (NERC), NPCC, and SERC reliability committees. He earned a Bachelor of Science degree in Electrical Engineering from Tennessee Technological University prior to beginning his electricity industry career with the TVA. Mr. Whitley is a retired Colonel in the U. S. Army Reserve and the former commanding officer ofthe 3397th Garrison Support Unit, Fort Campbell, Kentucky. He retired after a distinguished 3D-year career, which included active duty in Operation Desert Storm in 1990 and 1991.

Using demand response as a capacity resource, enabling the smart charging of electric vehicles and customers responding to incentives and prices can increase the options and tools necessary for safe and reliable grid operations with higher levels of renewable resources. But we also need to understand the limitations of the Smart Grid-based solutions and what levels of spinning capacity and transmission expansions are necessary to operate the grid reliably and efficiently.  Wesley Yeomans - Panelist Director of Operations New York ISO Wesley J. Yeomans is Director of Operations for the New York Independent System Operator (NYISO), which operates New York’s high-voltage transmission system, manages the state’s wholesale electricity markets, and conducts comprehensive power system planning.   • NYISO Publishes White Paper on Electricity Storage in New York - NYISO published a white paper on 3/29/10 entitled, "Energy Storage in the New York Electricity Markets." The paper surveys existing storage options, NYISO's efforts to adopt new technologies, and possible future initiatives and technologies. It focuses on two benefits of storage---Economic Benefits and Intermittent Resource Integration Benefits---and describes three technologies: Hydropower Based Storage Compressed Air Energy Storage Limited Energy Storage Resources. The paper notes that, in 2009, FERC approved NYISO's request "to allow limited energy storage resources (LESR)---which includes battery and flywheel technologies---to provide the 'regulation' service needed to balance electrical supply and demand on the grid." The paper concludes: "The NYISO recognizes the value of these alternative technologies and strives to facilitate the integration of all classes of energy storage resources via a governance process that has led to market rule and software enhancements.
