2010-07-08 - California ISO - This
discussion paper initiates a comprehensive, phased process to work with ISO
stakeholders to identify and develop potential changes to wholesale market
design, including market products and procedures, needed to accommodate the
expected substantial increase in production by variable energy resources
over the next decade. The ISO seeks stakeholder input to help prioritize
such design changes over the coming years, given the schedule for ISO market
enhancements that are already planned or underway. The ISO expects that any
proposed design changes resulting from this initiative will support
efficient spot markets as well as forward contracting and investment
decisions that reflect integration requirements, while ensuring reliable
system operations -

- Governor Jerry Brown appointed Ashutosh Bhagwat to the California
Independent System Operator Corporation Board of Governors on May 2, 2011 to
a term that expires on December 31, 2013. Mr. Bhagwat is a professor of law
at the University of California, Hastings College of the Law in San
Francisco. Since 1994, he has taught courses in antitrust, regulated
industries, administrative and constitutional law. From 1992 to 1994, he was
an associate at the law firm of Sidley & Austin. He also served as a law
clerk to U.S. Supreme Court Justice Anthony Kennedy (1991-1992) and Judge
Richard Posner of the U.S. Court of Appeals, Seventh Circuit (1990-1991).
Mr. Bhagwat received his undergraduate degree from Yale University,
graduating summa cum laude with Honors in History in 1986. He was awarded a
Juris Doctor with Honors degree in 1990 from the University of Chicago Law
School, where he was the Articles Editor of the University of Chicago Law
Review. Mr. Bhagwat has published books and articles on a wide variety of
subjects, ranging from the structure of constitutional rights, to free
speech law, to the California electricity crisis. He often speaks at
conferences on constitutional law issues. Mr. Bhagwat is currently awaiting
Senate confirmation.

- Laura Doll
- Governor Arnold Schwarzenegger appointed Laura Doll to the California
ISO Board of Governors in January 2008 to a term that expires in 2010. As an
independent energy consultant, Ms. Doll assists companies and municipalities
navigate the complexities of an evolving industry using her experience
advancing clean energy technologies and infrastructure planning. Previously
she was Vice President of Governmental and Public Affairs for Santa Monica-
based Woodside Natural Gas Inc. From 2004 to 2007, Ms. Doll served as the
Deputy Executive Director for Policy at the California Public Utilities
Commission where she was involved in regulatory policy issues for the
state's energy, telecommunications, water and rail transportation
industries. Earlier, Ms. Doll served as Chief Executive Officer for the
California Consumer Power and Conservation Authority (better known as the
California Power Authority) from 2001 to the time it ceased operations in
2004. The state agency provided backstop municipal revenue bond financing
for electric power reserves, energy efficiency and conservation investments,
and renewable energy resources in the wake of the California energy crisis.
During her 14 years atTexas-based Austin Energy, Ms. Doll ultimately became
Chief Administrative Officer. Her duties included long-range planning,
customer service, governmental relations and administrative functions for
one of the largest public power agencies in the country and designed
Austin's award-winning "Conservation Power Plantr whkh included a variety of
energy efficiency and renewable energy initiatives. Ms. Doll's career also
includes time as Director of Customer Service for Grande Communications;
Director at Navigant Consulting Inc.; and Senior Vice President at Planergy,
Inc., all based in Austin, Texas. She is a former member of the American
Public Power Association and a former board member of the Utility
Photovoltaic Group. Ms. Doll earned a master's degree from the University
ofTexas LBJ School of Public Affairs and a bachelor of arts from Virginia
Polytechnic Institute. She has been active in professional and community
organizations throughout her career and has served for over 15 consecutive
years as a student mentor.

- Bob Foster
- Bob Foster accepted an appointment to the California Independent System
Operator by Governor Arnold Schwarzenegger on March 4, 2010. His three-year
term expires on December 31,2012. Mr. Foster is also the mayor of Long
Beach, first elected in 2006. Before taking up public
service, Mr. Foster was President of Southern California Edison from 2002 to
2006 and served as Senior Vice President of External Affairs from 1996 to
2002 for SCE and its parent Edison International. He held several positions
with Edison, including Vice-President of Public Affairs (1993-1996),
Sacramento Regional Vice President (1986-1992) and an operations executive
(1984-1986). Prior to joining Edison, Mr. Foster owned Foster Consulting
(1978-1984) and was Deputy Executive Director of the California Energy
Commission (1975-1978) where he led the work in establishing statewide
energy efficiency standards, many of which are still in force today. Mr.
Foster is a graduate of San Jose State University with a degree in public
administration. Until his election as Long Beach mayor, Mr. Foster served as
a trustee to the California State University system and was appointed chair
of the u.s. Conference of Mayors - Environmental Committee while elected to
the group's Advisory Board in 2009. Mr. Foster is active in a number of
community and public policy organizations, including the Public Corporation
for the Arts. In 1983 he coached his son's baseball team all the way to the
Little League World Series ..

- Angelina Galiteva (Galiteva@aol.com);
- Governor Jerry Brown appointed Angelina Galiteva on May 2, 2011 to the
California Independent System Operator Corporation Board of Governors to a
term that expires on December 31, 2013. Ms. Galiteva, of Fountain Valley, is
currently President for NEOptions, Inc., a renewable energy and new
technology product design and project development firm. Her industry
experience includes serving as Executive Director of the Los Angeles
Department of Water and Power and head of its Green LA, Environmental
Affairs and New Product Development Organization. While at the municipal
utility, she was responsible for strategic positioning and the environmental
compliance departments. Her career includes working with the California ISO
and Power Exchange on their initial launches and she also worked as was a
power analyst for the New York Power Authority. Ms. Galiteva graduated from
Pace University School of Law with a Juris Doctor degree in 1993 and a LL.M.
degree in 1994 in Environmental and Energy Law. She specialized in electric
utility strategic policy analysis and decision making focusing on pending
industry transition and deregulation issues. Ms. Galiteva works to advance
the deployment of renewable energy and distributed energy technologies
worldwide. She also serves as the Chairperson for the World Council for
Renewable Energy, where she is one of the spokespersons, among other duties.
Ms. Galiteva is currently awaiting Senate confirmation.

Response California ISO John
Goodin is the California Independent System Operator
Corporation’s (“CAISO”) lead for demand response. Having been
employed with the CAISO since before start-up, John has
first-hand experience in the development and evolution of the
wholesale energy markets. John’s current responsibilities lie in
development of demand response policy and products for the
CAISO. Prior to joining the CAISO’s Market and Product
Development department, John was part of the External Affairs
team where he served as an Account Manager for the CAISO for
seven years, developing key corporate relationships and learning
and explaining the many aspects of “ISO” business and markets.
Prior to joining the CAISO, John worked both on the regulated
and deregulated sides of the investor-owned utility business.
John was employed by the Pacific Gas & Electric Company (“PG&E”)
for over nine years, and for a brief period, by PG&E Energy
Services. John spent a majority of his tenure at PG&E working on
Demand-side Management and load management related programs,
both at the program management level and directly with retail
customers, including managing the relationship between PG&E and
several of its largest energy-consuming customers. John has a
B.S. degree in Mechanical Engineering from the California
Polytechnic State University, San Luis Obispo.
People - Hafner, Kristine; Previously, Board of Governors
- Kristine Hafner, Ph.D. accepted an appointment by Governor Arnold
Schwarzenegger to the California Independent System Operator Corporation
(ISO) Board of Governors in September 2009 to a term that expires in 2011.
Dr. Hafner retired in 2008 from the University of California Office of the
President as Associate Vice President of Information Resources and
Communications and Chief Information Officer. Prior to her retirement, she
oversaw delivery of a broad range of information technology services for the
university's ten campuses, five medical centers and the Lawrence Berkeley
National Laboratory, which the university manages under a contract to the
u.s. Department of Energy. Dr. Hafner's areas of responsibility included
planning, design and delivery of system-wide administrative, student
services and research computing initiatives, information technology policy
development, data center and telecommunication services and IT procurement.
Other positions Ms. Hafner held upon joining the university system in 1997
included Deputy to the Senior Vice President of Business and Finance and
Director of Business Initiatives. Previously, Dr. Hafner spent fifteen years
at IBM, managing large systems marketing activities in the Midwest region
and managing and performing strategic business consulting engagements with
private and public sector clients in a variety of industries. Dr. Hafner
completed her Ph.D. at the University of Wisconsin, Madison, and then
pursued MBA coursework at the University of Pennsylvania Wharton Graduate
Business School.

People - Habashi, Tom; Previously, Board of Governors
- Tom Habashi was appointed to the California Independent System Operators
Board of Governors by Governor Arnold Schwarzenegger on March 5, 2010. His
three-year term expires the City of Roseville from 1998 to 2009. Before
that, he was the Assistant Director of Utilities Resource Management for the
City of Palo Alto. Mr. Habashi is a registered Electrical Engineer in
California. He received a Bachelor of Science degree in Electrical
Engineering from Ain Shams University, Cairo, Egypt and earned a MBA from
Notre Dame de Namur University in Belmont, Calif. in 1989. Under Mr.
Habashi's leadership, Roseville Electric was consistently named one of the
nation's most reliable utilities in its class by PA Consulting Group's
ReliabililtyOne Award recognition program, including in 2009. Outside the
electric industry, Mr. Habashi is a member of the Granite Bay Municipal
Advisory Council.

Apart from running the CAISO, Yakout serves as Vice Chair of the Electricity
Advisory Committee (EAC). The mission of the EAC is to provide advice to the
U.S. Department of Energy in implementing the Energy Policy Act of 2005,
executing the Energy Independence and Security Act of 2007, and modernizing the
nation's electricity delivery infrastructure. Mr. Mansour has been outspoken
about the need to get transmission lines to bulk renewables. He’s also extremely
aware of the importance of mitigating peak demand: In 2006, the CAISO
experienced a new record peak of 50,270 megawatts due to a heat wave, up roughly
5,000 megawatts from the previous year (and commensurate with a level that the
CAISO was not expecting for another 5 years).

- Richard Maullin
- Governor Jerry Brown appointed Richard Maullin on April 7, 2011 to the
California Independent System Operator Corporation Board of Governors to a
term that expires on December 31, 2011. Mr. Maullin, of Santa Monica, has
held high-level state government and corporate leadership positions since
the 1960s. Currently, he is a founding partner and president of Fairbank,
Maslin, Maullin, Metz & Associates, an opinion research and consulting firm.
Previously, he was president and chief executive officer of MCR Geothermal
Corporation (1980-1985). Mr. Maullin also served as chairman of the
California Energy Commission (1975-1979) and as Deputy Secretary of State
(1971-1974). A native Californian, Mr. Maullin was awarded bachelor, master
and doctorate degrees in political science from the University of
California, Los Angeles. He also has taught international relations at UCLA
and is currently the chairman of the board of the Friends of the Vilnius
Yiddish Institute at Vilnius University in Lithuania. Mr. Maullin is
bilingual in English and Spanish, and has a working knowledge of French and
Portuguese. Mr. Maullin is currently awaiting Senate confirmation.

- Mason Willrich accepted an appointment to the California ISO Board of
Governors in March A 2005 and a reappointment in February 2008 to a term
that expires December 2010. Board members elected Mr. Willrich as Board
Chair in June 2006. Mr. Willrich a former partner of Nth Power helped the
venture capital firm direct investments in early stage energy technology
companies from its inception in 1996 until 2002. He also served as director
of Evergreen Solar, Inc., a manufacturer of solar photovoltaic modules from
1998 through 2003. Mr. Willrich was founder and chairman of EnergyWorks LLC,
a joint venture of PacificCorp and Bechtel that sold combined heat and power
technologies to industrial firms in less developed countries, from its start
up in 1995 until the company was sold in 1998. In 1989, Mr. Willrich helped
form PG&E Enterprises, an unregulated subsidiary of Pacific Gas and Electric
Company, which grew to a company of $3 billion assets under his tenure as
Chief Executive Officer for five years. He was the executive vice president
responsible for strategic planning, budget, controller and information
systems from 1979 until 1989, in addition to various other executive
positions, at Pacific Gas and Electric Company. Mr. Willrich is author or
co-author of numerous books and articles on energy policy and international
security issues, including Radioactive Waste: Management and Regulation
(with R.K. Lester), 1977; Administration of Energy Shortages, 1976; and
Energy and World Politics, Mr. Willrich currently serves on a number of
professional and government boards and committees, including: • Director of
the California Clean Energy Fund • Trustee and chair of the budget and
investment committee of Winrock International • Trustee and past chairman of
the World Affairs Council of Northern California • Member of the
administrative board of the Papers of Benjamin Franklin, Yale University

Independent System Operator Corporation’s (CAISO) proposed revisions to its
tariff to implement a revised transmission planning process (RTPP),
effective December 20, 2010. We also address Green Energy Express LLC and
21st Century Transmission Holdings, LLC’s (collectively, Green Energy)
related Petition for Declaratory Order, and clarify the status of the 2010
request window for economic transmission upgrades or additions.
