Welcome to my home site. I am an independent participant in the energy business - supporting the evolution of the industry in a transition. My main activities include serving on Boards and Advisory Boards, writing, and presenting on various industry matters. Presently, I serve as Director (Chairman Emeritus) of the Midwest ISO, as an Independent Director of the Western Electricity Reliability Council, as a Secretary of Energy appointed member to represent electricity matters on the National Coal Council, and on various Advisory Boards.
The Midwest ISO - serves the people of the Midwest as an independent, nonprofit organization that supports the constant availability of electricity in 13 U.S. states and the Canadian province of Manitoba. This responsibility is carried out by ensuring the reliable operations of nearly 94,000 miles of interconnected high voltage power lines that support the transmission of more than 100,000 MW of energy in the Midwest, by administering one of the world's largest energy markets, and by looking ahead to identify improvements to the wholesale bulk electric infrastructure that will best meet the growing demand for power in an efficient and effective manner. I serve on the Markets Committee, the Human Resources and Compensation Committee, and as Chairman of the System Planning Committee.

The Western Electricity Reliability Council (WECC) - serves the people of the west - WECC is geographically the largest and most diverse of the eight Regional Entities that have Delegation Agreements with the North American Electric Reliability Council (NERC). WECC's service territory extends from Canada to Mexico. It includes the provinces of Alberta and British Columbia, the northern portion of Baja California, Mexico, and all or portions of the 14 Western states between. Due to the vastness and diverse characteristics of the region, WECC and its members face unique challenges in coordinating the day-to-day interconnected system operation and the long-range planning needed to provide reliable electric service across nearly 1.8 million square miles. I am Chairman of the Human Resources committee, Chairman of the Search Committee, and serve on the Compliance Committee.

Distribution Reliability Opportunities - Technology is opening the door to improved ways to address the Distribution reliability
issue and directly address the annual $80B ($91B in 2009 dollars) in lost value to the U.S. economy. A wide variety of Smart Grid technologies will eventually make a large improvement. One such technology is mobile-monitoring and accurate identification and replacement of failing components prior to an outage. The technology and the data to estimate Benefit/Cost ratios to prioritize projects are available. High-Benefit/Cost-Ratio projects give utilities a way to effectively defend the need for the expenditures and resulting cost recovery from customers — customers that are the ultimate beneficiaries of the value provided by reliable electric service. http://www.EnergyCollection.us/Papers/Distribution-Reliability-Opportunities.pdf
Electric Utility Cyber Security Standards: Practical Implementation Guidance - December 14, 2009. Abstract: To tackle problems such as Critical Infrastructure Protection (CIP) compliance, Burton Group recommends that enterprises approach the issues strategically, rather than addressing technologies tactically. Burton Group’s Reference Architecture provides a useful framework for these activities. By focusing on translating business requirements to technical standards and considering the various influences on IT decision making, this methodology provides a solid foundation for any utility (or other enterprise) to create standards systematically and comprehensively. This allows IT executives and management to define requirements that any functional IT area can leverage, rather than focusing on tactical gaps first and integrating individual approaches later. 66 page report. Malicious Software Prevention and NERC - This paper will explain why application whitelisting may serve as a compensating control for NERC CIP-007, R3 (security patching) and solution for CIP-007, R4 (anti-malware). Application whitelisting also stops all unknown applications from executing; therefore, depending upon installation options, the same application
whitelisting implementation may simultaneously aid utilities in meeting NERC CIP-003, R6 (change control and configuration management) http://www.EnergyCollection.us/Papers/NERC-CIP-Malicious-Software-Prevention.pdf
